In the massive looting after the war, pretty much the entire computer infrastructure of the government was stolen. I'm friends with the head of IT for the Ministry of Trade (one of the biggest users of computers in Iraq) and he told me that he had recently purchased 30,000 desktop workstations. Every single one was looted. So, yes, they're starting from scratch
