The pair broke into busy offices in Preston and stole nearly £10,000 worth of computer equipment in broad daylight.
The raid happened at the offices of housing association Places for People, in The Pavilions, Ashton, as employees arrived for work.
Inspector John Ainsworth of Lea police said: "This was an audacious crime, with criminals showing no regard for the fact the business park had people coming into work and there would potentially have been numerous witnesses."
The men are described as both being between 25 and 35, one with a shaven bald head, the other with short dark hair. Both wore dark jackets with distinctive light blue linings inside the hoods and jeans.
They forced the lock on a door between 7.30am and 7.40am on Monday to gained entry to the upper floors. They took eight computers and a mobile phone with bluetooth headset.
Insp Ainsworth said: "I want to hear from anyone who recognises them from the CCTV images or those who have been offered or indeed have innocently bought any of the computers or phone equipment stolen in this raid."
Anyone with information is asked to call Preston police on 01772 203203 or Crimestoppers on 0800 555111.
