PERTH AMBOY — A report on the operations, management and financial accounting of the Perth Amboy Parking Authority identifies flaws in the system, ranging from employees using coins to purchase coffee, breakfast and lunch to the parking system operating at a $176,000 budget deficit.


The 47-page report was prepared for the City Council and Parking Authority Board of Commissioners by Bier Associates of New Brunswick following the arrest of six parking employees on theft charges and indicates the problems were pervasive throughout the operation.

The former executive director has pleaded guilty to using an authority credit card for personal purchases while a staff member who performed computer maintenance and repair services allegedly took computer components and software programs from existing computers, and used them for his own part-time computer business.
