Bungoma theft may be a coverup attempt

The
theft of five computers at Bungoma governor’s office last Friday has
been linked to a scheme to conceal a flawed procurement exercise and unaccounted land rates, the Star has learnt.
The governor's director of communications, Noela Musundi, said the police are investigating the matter. “We do not want to make assumptions on why they were stolen,” she said.
Musundi
had on Saturday denied that the computers were missing. She said they
were misplaced but later found. Yesterday, she said they were lost and
could not be traced.
A
source within the office told the Star yesterday the computers have
vital information on all the products and services that the county
government had procured.
Bungoma
Governor Kenneth Lusaka has recently been accused of flouting
procurement procedures by over-quoting prices and awarding cronies.
Rights
groups operating within Bungoma county said the governor’s office has
not been following the Public Procurement and Disposal Act of 2010.
Speaking in his office yesterday, Jukwa la Katiba watch director said one company associated with a key figure in the executive was erroneously contracted to supply most of the products.
Documents
reveal that the company supplied the red carpet for the governor at a
cost of Sh10 million and computers at Sh6 million among other products.
Another source said the computers held information on taxes collected as land rates that could not be accounted for the period between June and August. Bungoma police boss Kirunya Limbitu said investigations were ongoing.
